Nineteen of Daniil Medvedev's 21 titles have been won on hardcourt
A resurgent Medvedev won his initial championship for over two years with victory over opponent Moutet in the tournament final.
The athlete, a former world number one, has experienced a torrid year, winning just one win at the Grand Slams and suffering a setback at the American major.
The player's inconsistency on the tennis tour - and issues with his service game in specific - resulted in him falling of the elite rankings and finally separating with long-time mentor Cervara.
Currently collaborating with Thomas Johansson and his other coach, he has gradually progressed in the past month - culminating in a hard-fought competitive triumph over Frenchman Moutet.
This marks his first title following the Italian tournament and maiden on a hard surface after that period of the previous year.
Success also indicates Medvedev has won twenty-one titles at twenty-one various tournaments.
"It's the first time I'm at a tournament with my children at once, so to win a trophy is particularly special," commented world number 14 Medvedev.
"This title is in tribute of my younger daughter her name, because the initial championship I got when my first daughter her name was born was for her."
The tennis star, the past champion, had been defeated in his last six finals, including in the German tournament in the past months.
The player's retrieving strategy and regular emotional displays on the playing surface had prompted observers to wonder if his skill to perform at the elite level was finished.
But the player has implemented adjustments in the last few weeks, attempting to come to the net and compete assertively, supported by an improved serving game.
Medvedev came back from a disadvantage in the initial set against the challenging Moutet, winning four of the last five points to take the lead.
The pair traded break points in the second set before the challenger, attempting for his initial professional championship, took control to create a final set.
The opponent rescued four early-game opportunities in a competitive deciding set before the champion broke to that score to close out the victory.
Fittingly, he clinched victory with a point at the net area, with Moutet failing to control a volley after a lengthy match.
